no signal on startup

When i start my computer it goes through the post, begins to start windows with the bar that goes across the screen. once that bar is full the restarts and says no signal on the screen

i am running windows 2000

Try to reseat the memory and the video card. Blow out any dust that may be in the machine. If that does not work pop in do a repair if you have the windows CD

Try booting into safe mode. It sounds like a driver issue. Safe mode uses a standard VGA mode, which wont load drivers and you should get a display.

things that i have done:
changed the ram
put in a pci video card
checked cpu
checked power suply
check hard drive
checked ide cable
tried to repair with windows cd (it checks for scsi or raid controller then restarts)
startup in safe mode
startup in last known good config

all gave me the same result.
I then plugged the hard drive into another machine and the hard drive was bad but when i put a new hard drive in this machine same thing happened

Check your jumpers. Make sure the one that you are booting off of it set to master.
