no signal to monitor after format

i just tried to reinstall win98se and after format c: in reboot the screen stays black
it does have power the self diagnostics if i unplug it shows that the screen works
and all i get is two beeps (short) after checking in bios beep codes
"2 short beeps POST Error - error code shown on screen"
here
but like i said it stays black switched monitor and its the same
switch hdd and ram and still the same can this be something related to bios?
do i need to flash? and if so where can i get the flash?
ibm 800mhz pIII
hdd 40gig
new cdrom
1=256mb crucial
1=128mb crucial
i hope its not the motherboard
btw i cant go into bios it only keeps beeping

Well it could be the ram since its new to the system but you might have to reinstall windows since it screws up sometimes so you must install a good copy of it
