No screen no USB- HELP

i got a new graphics card fan and motherboard. now my USBs in the back don't work, and i have no screen! the screen says "VGA in" but then shows no sign of life. and since no USBs work, i can use the mouse or Keyboard, they flash on sometimes, but then turn off, and i know its not the mouse or keyboard or screen that are malfunctioning. help

What kind of graphics card did u get? It might not be compatible (rare case) but it can happen. Maybe you power supply isn't powerfull enough?? we need info on what you have!!

my graphics card works, and so does my screen, i know that. my Powersupply is working, im 80% sure its something wrong with the motherboard

prescott 3.4ghz intel (hp)
and the sound blaster audigy

i'm pretty sure its my motherboard :\

so the prots on the m/b don't work? is there an enable jumper....but then i suppose the lights wouldnt flash if they were disabled.
