If the two cards check out fine, it's the mobo.

Personally, I'd pitch the whole thing as loss and start over from scratch. DELL machines really aren't meant to be configured after-sale.

those people must have used the internet during an electrical stormm.... -.-

Go into the bios and set it to default video to the onboard video.
