You increase the voltage slowly one increment at a time until it becomes stable at the high clock setting. You can't put in enough voltage to fry the stuff I don't think.
 
yea..that blows my mind.
ill just worship the manual i guess. it directs me with all that stuff right?
 
It will provide you with the basics, but probably won't tell you anything about overclocking. You will want help from someone at first or follow a guide or ask people on the forums or something. And if you mess up at first I don't think it's possible to fry anything assuming you monitor your temperatures, the worst you will probably do is corrupt windows and need to reformat. So If I were you I would ask questions and get help and mess around for a few days and get good at it before putting important data on there, in case you do corrupt your windows install.
