new hard drive ... Please help

Just installed a new seagate 80 GB hd into a dell dimension 4100. Used the Seagate disk utility cd to format the harddrive. Now I am trying to install operating system and I insert the operating system disk into the cd rom drive and press any key like instructed and it gives error message that says no OS found. Please insert OS disk and press any key. It just spins in a circle doing this. Any suggestions.

Enter BIOS and make your CD ROM boot priority before the HDD. Insert OS bootable CD-ROM such as XP and reboot. This should correct it.

set CD-ROM as ur first boot device

Thank you to everyone that posted to help me fix the problem. The computer is now up and running and much happier now that it has had some upgrades.

I upgraded ram, hd and operating system (had to get rid of that windows me)
