New Computer Probs, VIAKT400A Specific

First of all, just wanna say hello, new to this forum. I am active duty USAF.

Here's the story:

I bought the following from www.tigerdirect.com

Athlon XP 3200+ Barton

512MB DDR PC3200 RAM (http://www.tigerdirect.com/applications/searchtools/item-Details.asp?EdpNo=558580&sku=U10-5902 R)

I install them and set the M/B FSB at 400 (like tigerdirect was advertising) and the computer won't boot up. The fastest I can get it to boot up is 333FSB performing as a Athlon 3000+XP

I call TD and they say send the board back and they are going to look into it. Meanwhile I ordered the DFI LANParty nForce 2 board.

Does anyone know if the m/b I have right now (haven't sent back yet) is just a piece of crap or what?
