need help with this tweak!!!

I get to the management console but where it says select local users and groups is where I am confused cause I don't have local users and groups in that menu!!!

I have system tools,storage, and services and applications!!!

Under "System Tools" its the third one down if you expand it.
Then go to Users > right click on user that is slow to log on > Properties > profile and do step 6.
