if you reformat, it should have nothing to do with your bios settings, when you reformat it just wipes out your HD, doesn't reset the BIOS unless you messed with the jumpers or took the battery out...
trotter is right......you need to reinstall the mobo driver set that controls usb, pci bridge etc. The chipset drivers need to be reinstalled. If you go to the device manager I will bet that you have a bunch of ! showing in your device profiles!!!!
