Dude...you can't get a good computer for $650...i'm suprised that you can even get like AMD 3200 or an AMD 3000 64 bit...along w/ a gig of ram....you should just ditch the fans and the heat sink.

You can get a decent computer for 650$

And the fans and heatsink idea is the worst ever, better to have a slightly slower computer than a fried one.
