Default is it near death or just not powerful enough

Ever since i added a thermaltake volcano 12 cpu fan i have been having power issues. when i first connected the fan my computer did would boot up until i disconnected the dvd burner and dvd drive. After that it booted up but then last night i was looking at my asus prob(software packaged with mb to monitor voltage and temps) and every once in a while i would get an alert that the -5v was going past its threshold. then a little while later the cpu fan would drop from 6000 rpms to around 500 rpms and then go back to 6000. then a little while later the case fans would drove down.

here are my specs.
Asus a7v333 mb
amd athlon xp 2100+
160gb hd
40gb hd
dvd/cd burner
dvd drive
2 sticks 512 ddr
audigy 2 w/ front bay drive
PNY Verto GeForce4 MX 440 64MB DDR RAM AGP
thermaltake volcano 12 cpu fan
350w enermax psu

Your PSU is dieing. Buy at least a 430watt

Don't listen to Asus probe, measure the voltages with a multimeter
