make sure your mobo is not touching the case. If it is short it won't work. Check out related threads (there is a recent one) to get more clues.

its a 550 watt psu
the bios chip is there but i think i may have frazzled it
i was trying to dual address with x2 512 sticks of pc3200 400mhz ram and the set the bios to sdp it would not boot up and when set to auto the memory would dual address at 166 so i upped the cpu frequency to 175 and was dual addressing at 175, then dropped the multiplier to 10 .5 and upped the cpu to 200
in the hope the memory would dual address at 200 and thats when it stopped working, admittedly i did not know what i was doing but , i have a 2600amd 333fsb which is working when i transferred it over to my old epox mobo

well it's not software related if it doesn't even get to the POST, it may be the mobo but it may be the BIOS.
maybe you should get it tested
