Default Monitor not booting properly

I have a Westinghouse LCM - 22w2
100-204w 60060 ghz
I have had this monitor for about 8 years and now it seems to be having problems booting up. When I turn on the computer the primary monitor boots just fine and works, by me secondary monitor remains black.
It is getting power, because I can switch it to video or svide0, but D-Sub remains black.
Now I have to turn it on and off many many times in order for it to finally work properly.

Any idea on what is causing the communication error from the CPU to the secondary monitor?
I already replaced the cable which is tested on my other monitor(Works fine).
