I had a new PC, plugged an old monitor to it, got that same problem.. If I remember well, it was something with having 2 video cards in the system. You must use the "PCI or AGP" one because it is likely the default one.

yeah, if its a new pc, chances are it has onboard video unless you don't see the monitor port in the back with the other mobo ports. In that case you definitely go into the BIOS and turn onboard graphics off and like walid said make sure your default display is set to AGP

Start up the computer with the monitor disconnected. Let it run for a minute or so, then turn it off (hard-boot). Connect the monitor back up to the computer, turn on, and see what happens.

If the card is loose, you'll likely be able to tell by just the way the back plate on the case slot is wiggling.

sometimes it may not even wiggle. during transport temp changes and shifting can cause the card to loosen. most of the time you wont be able to tell due to the lock arm, so that is why you must remove the card, make sure everything is clean and dust free, and reseat it FIRMLY... of course if you have on board and AGP added card, you may be in the wrong slot, as stated above.
