Memory clock : 364.500MHz (729MHz effective)

what dose the (729MHz effective) mean?
 
Someone correct me if I'm wrong, but I'm assuming that card uses DDR memory. DDR stands for Dual Data Rate, so basically:

364.5 MHz * 2 = 729 MHz

Your memory is clocked at 364.5 MHz, but because of the DUAL data rate, it is running like it is clocked at 729 MHz. Does that help?
 
Do you have an ATI card? I predominately see ATI's listed like that.

So technically when you OC even if you move the slider up 1MHz, you've actually OC'd it by 2....in most nvidias that I've noticed it just shows you the overall speed. If mine were at 1100 it'd be seen as 550 the way yours is being shown
