Default Memory Specs

Okay, when you look at the specs for DDR RAM, what's the general direction you want to head towards concerning latency?

I mean, when you see that a certain stick is 2-3-3-6, is that good or bad? I know the first three numbers are supposed to be as low as possible, but what about the fourth one? And what about information after those four numbers? Such as "2-3-3-6 T1"?

2-3-3-6 is the latency of the corsair xms series, so i guess its pretty good
