Default Memory Latencies

I've been researching Memory latencies for about 5 hours straight and can not find out the answer to this one question. It may already implied in some of the things I read,but I can't find anything that confirms it.

Does the CAS latency for Registered memory include the extra clock cycle the register takes up?

When new signal values appear on the input pins, they don't show up on the output pins until (a few nanoseconds after) the next tick of the system clock.
