yeah, but i'm planning on getting one raptor for my windows and programs, and get a SATA 7200RPM drive for storage.

Get something like a Geforce 2 if he's looking for low power.
Geforce MX400, doesnt consume much power at all

If you want a low power option build a computer with laptop parts such as:

Obviously the biggest factor in power consumption is the supply. With the above a pc can be powered with a 90Watt supply easily.
