I have a Hauppauge tv tuner card in my pc and I do not understand what you mean by having to reboot to get the drivers working. Where did you get that misinformation from?

On a good number of the reviews on that Hauppauge unit, some people have complained that sometimes you have to either restart the computer or uninstall and reinstall the drivers before being able to use it if it's been plugged into the computer for a while. I've had this problem on a non-HD capture card before.

I have been using the Hauppauge cards for several years, I even had to get a newer card to run on windows 7, although the first drivers were a little buggy, I never had to reboot my pc to use it. The current drivers and software for my 2250 pci-e card runs without any problems and I use it almost everyday
