can someone recommend me a good monitor between 21" to 24" which is also relatively cheap

what about the 21.5 LG W2253TQ-PF

and btw is there much of a difference in 2ms and 5ms

No, you won't notice. I went from 21" CRT to a 8ms LG 24" and didn't notice anything except a better picture and my eyes hurt less after long gaming sessions.
