Default Laptop screen/video problems

Hi, im new to this forum. It's seems like a good place for information. Anyways i just got an old laptop a Toshiba satellite 1730 I'm haveing problems with the display. Now i don't think the LCD is the problem but basicaly everything is a little blury and distorted, it flickers and flashes. I pluged another LCD screen into it and it did the same thing. In DOS it sometime there are green and red cursor sized bocks all across the screen. Any Idea what the problem could be. The resolution seems to be extreemly low and there with very little colors. Any ideas?

VGA driver is in conflict.

have u installed the win after buying the Laptop?

yes I just re-instaled windows. I dl'ed the ATI dirvers, but I'm still haveing the same problem.

Edit: I instaled an updated BIOS now it works better but when i drag a window across the screen everything starts to flash a little and the window im draging fills with little dots.
