Default Keyboard Reconfiguration

Is it possible to reconfigure a keyboard, like if i can make it so that when I hit "9" it types out "Hello"? If this is possible, how can i do this???

I dout it can be done in that way but yes you Remap the keys to print "9" on the screen when you press "@" etc.

You might want to look into a program called AutoHotkey
You can customise what input you get when specific keys or key combinations are pressed
