Issues with turning an internal HD into external

I have an enclosure but it is for laptop hard drives. However, I have a desktop HD laying around so I'm just taking two spare parts laying around and throwing them together. When I did so, it did not work and I have no idea why. It is not getting enough power? They both use SATA cables. The LED lights up but the computer does not detect it.

Can you hear/feel the drive spin-up at all?

You may not have enough power to run the drive.
I don't feel anything. My first intuition was that it's not getting enough power via USB cable but considering that it's an enclosure, I thought it should.
 
You most likely will need to have a powered external enclosure. The usb may power a regular 2.5 laptop hard drive fine but not enough for the desktop drive.
 
A 3.5 inch drive, especially of larger capacities will require far more power than even 2 USB ports will put out. That is why you see larger units with external power, and smaller units that can be powered off of one or two ports.
