I have marks on my monitor

So i have these problems with my Monitor i have these marks that are in the screenshot and i have no idear what it is can you either tell me what it is and how to fix it if it can be fixed

Those are dead pixels and I presume that's an LCD screen.

Try this:

1. Open up this video: https://www.youtube.com/watch?v=_t7qt_fRlgU
2. Put the video on full screen
3. Don't look at the screen. It may hurt you.
4. At the end of the video see results.

Doesn't really look like dead pixels to me. Looks more like scuff marks, like something scraped across your monitor.

Edit: looked at it on my computer, at a higher res, and it could be dead or stuck pixels.

If they're stuck pixels, using the video that bevolasko posted may help. If they're dead pixels... then they're dead and cannot be fixed.
