Default HSF Installation

Does thermal grease have anything to do w/ processor temperatures? I just installed my Giga-Byte 3d Rocket Cooler and it is giving temperatures of 49C when it is idle at 2500 RPM. I know the 2500 RPM is cause of the fan reduction cable I put in, but I'm gonna take that out so it can run at 3000 +/- 10% RPM all the way up to 4000 RPM. However, I also need to know whether or not thremal grease has anything to do w/ temp?

yes it does, to little is a problem, and to much is a problem. should be paper thin coating.

well it takes time to become paper thin, what happened is i installed the new hsf and like before that i dumped a whole tubes worth then i wiped some off and it was like a few dabs
