Som BIOSes have options where you can specify a boot password, not to access the BIOS but to actually boot up into an OS.
Also, for arguements sake, he might be upgrading to an AGP card and wants to de-activate the onboard graphics, or upgrade to a PCI sound card but can't because he needs to de-activate the onboard audio. Without access to the BIOS he'll be going no where.
