How can you use a computer for a fax machine?

My friend is too friggin cheap to go out and buy a fax machine so he asked me how to use his computer.

I am sure it is an easy process but he is so cheap that he doesnÂ’t even have a land line. He uses his cell phone as his main phone and he also uses it to get online.

Is there a program he can get that would allow him to send a fax through his “wireless” internet connection?
