help! pc wont boot up

I built a computer and being the smart person that I am, decided to mess around with the latency settings. As a result, the computer does not boot up into anything anymore. Tried removing the motherboard battery and putting it back in, worked the first time, hasnt worked since. I'm running an XFX motherboard with an Athlon XP1900, 512 mb ram, 80 gb hd, geforce4 ti4200, dvd-burner, oh yea...system also doesnt recognize the dvd drive? not sure why but just getting the system to boot up is more of a priority. Thanks!
