Default help with Gateway booting

Ok, I have a Gateway ATXSTF OXN Select 1100. I know it has a crappy Celeron but I just want to get it running. It has WinME on it right now and I hate it. I want to add XP to it.
I can't get this computer to boot to the CD drive. I have the cd drive first in line in BIOS but it still just boots to the hard drive. How can I get it to boot to a cd?

does the cd-rom have power?

your booting the cd-rom with the xp cd in it right?
if you did those correctly i wouldn know, but if u realy cant get it working u guess u could try booting to the selective startup screen(or watever its called) were it lets u select witch OS to use, or safe mode. i dont know about gateway, but on my comp i just need to hold F10 wile it boots.

I've got the computer to boot to the cd. But now, when I get to the first setup screen, the computer freezes. It freezes right where it tells me to press enter to set up XP.
What could be causing this?
