Default Hasten Heat Dissipating Question

I have a case that comes with cooling kit hasten heat dissipating for VGA cards. I would like to know what is the average RPM for it.

I am seeing the speed at between 4,500 to 4,800 RPM. I am not sure if this is normal as I never had hasten heat dissipating before

We'd need a lot more info than that.

But just as an FYI, 4500 to 4800 RPM is going to be ridiculously loud.
