Default Hardware Programming

Is it possible to program hardware such as a USB Game Controller to interact with other pieces of hardware ... such as a home security cam (or anything for that matter)? If so, how would I go about doing it? If there is no answer to suit the question, would you be so kind as to point me down the path of books I could read to help me along my way? Thank you for your time.

I found a program once that made my joystick move my mouse pointer. It was pretty dumb.
Just search for programs that will do what you want.
You program software to run the hardware.
