Hardware problems

I just bought a new mainboard it's a ca64-TC socket 370 dfi. I am using it with an intel PIII sl52p 800mHz cpu. It has ATI graphics accelerator card. I plug in the power supply, Put in the ram, connect the hard drive, the cd rom, and the floppy, and when the system powers up I get a blank monitor, the hard drive doesn't boot, the cd rom doesn't function. I assumed that my previous mainboard died on me (intel PIII D815EEA2/D815EPEA2). Here are the symtoms it continues to reboot, with no video, the hard drive doesn't do anything, the floppy disk makes a noise. When I unplug everything and just have the power in the mobo, it goes in a loop and beeps every few seconds, and the monitor is blank. With the new mobo nothing works, accept for the mobo. Oh, I have linspire (linux) for an os. Anyone have any suggestions?
