Default Hardware monitoring software

I've noticed on several programs (speedfan, everest, sandra, amd overclock, etc...) it shows the voltage being used on different pieces of hardware. does anyone know of a program that shows how much wattage each piece is using, if that even exists? If it's not possible to monitor wattage the same way as we're able to monitor voltage, could someone explain the reason why?
