Hard drive problem.

Alright I am working on this PC, when you hit the power on the PC the PSU, turns on, fans and processor turns on. There is a rapid blinking light next to the RAM. Nothing comes on the screen and the hard drive doesn't turn on. I tried swaping out video cards, that isn't the problem. When the computer is on and you pulled out the IDE cable on the hard drive it turns on. Anyone help me with this problem? Is it a bad hard drive or IDE port on the motherboard?

Make sure your using an 80pin ide cable if the drive demands one. Also if you only have one drive make sure its set to master and is hooked up at the end of the ide cable.
Try another hard drive to determine if its the IDE port.

I should have mention that it was orginally working fine and then stopped one day, I put in another hard drive and it did the same thing, so far I am thinking it is the motherboard maybe the IDE port but the BIOS screen doesn't even come on.
