Where can I find one with 15 to 20 GB real cheap?

Local computer shop or ebay, online retailers wouldn't carry one that small. The smallest 3.5" drives made right now are 80gb. You could also make a thread in the Bell Sell Trade section here at TF and see if anyone has one they could sell you.

Is there a way to tell the size of an HD just by looking at the HDD itself, unconnected?

The storage capacity of the hard drive is usually printed on a label on the hard drive.

Yes, saw that. It was a useless HD 850MB or something like that.
