Gigabyte MB startup probs

Have a Gigabyte GA-7VAXP mb which was functioning fine. it has been 2 months in storage and now it won't boot.
All attached fans spin for a second, then stop and theres no more
action. The Power LED is still active, however. Have removed and reset all mb pins & cables to same (original) positions. Still no go...
Can anyone shed some light?
 
PSU seems ok. However after many attempts it finally booted, which doen't mean the problem is fixed however.
What checks can I do on the PSU in case it happens again, apart from replacing it?
Config: AMD 2400+ 1Gb RAM, 80GbHDD & 120Gb removable HDD, Gigabyte Radeon 9700 AGP video
 
Check it with a multimeter. Or you can "ghetto rig" test it with a paperclip and alot of HD/fans/and cd rom drives....

What you do is take a paper clip and place one end of the paperclip in the green wire port on the mobo connector, than take the other end and place it into any black wire port. It should jumpstart it. But before you turn it on make sure you have as many components hooked up as possible to see if it can handle the load. If the PSU is bad, none of the components will work.
