Default GeForce FX 5500 Fan and Temp Questions

Just for kicks and giggles, I installed the old FX 5500 PCI on an older system. It's brand new, only been installed once in a different system, and then taken out about 20 minutes later. This was because the very, very irritating low, droned, "hummmmmmmm" noise it makes. Is there any program through nvidia or a 3rd party utility that I can use to decrease/increase the speed of the fan? I have SpeedFan, but it doesn't pick it up.

Also, after installing the card, the computer temp has jumped from 34 C idle, to anywhere between 38 and 40 degrees idle. Is this normal?
