frequency out of range ???no clue whats going on here.

ok folks here's my problem I am kinda new at the whole computer building thing but I took a shot at and here's what I have.

ASUS P4P800 ATX
Pentium 4 Processor 2.8 GHZ 800 bus, 1G Cache
1 gig of memory (Pc 3200)
128 MB video card
420W power supply
CD-RW
40 G HDD
OS XP Professional
Ok now my problem is that since I built this thing like a week ago I have been having problems. It will tell me frequency out of range and reboot itself, or just reboot itself with out saying anything or it gives me the blue screen of death and just shuts down. I have tried adjuting things in bios It didn't fix the problem I have asked friends of mine that have built thier own comps themselves and noone has ever seen this before anyone have any ideas to throw at me? anything would be appreciated.

sounds like the refresh rate on the monitor, try lowering it
