Default Framrate limiter on GeForce2

my question centers around a new GeForce2 MX 400 that i put into one of my secondary computers with the intention of boasting graphics level (it was replacing a vodoo 3 pci w/16mb). Basically, the computer is for playing counter strike, and it got good FPS on the Vodoo 3, however, with the new vid card it hovers at almost exactly 30. I assume there is some kind of frame rate limeter on it, as it stays at 30 all the time. I need to figure out how to get the FPS better. Any help would be appreciate.
