external hard drive not in My Computer

I have just set up a new 40gb hard drive in an external hard drive case and connected to my PC via a USB2 port (I am running Win ME) and the drive does not show in 'My Computer' or 'Explorer' so I cannot format the drive. The hard disk case light is lit and the drive is listed in the 'eject or unplug hardware' task bar icon. The drive also shows in 'device Manager'. The new hard drive has jumpers set to 'Master'. Can anyone help me.

Okay first of all, do you have updated drivers for your USB?

Second, the drive will not show up in 'My Computer' until you partition your drive using FDISK (or Partition Magic).

Connect it to ur pc with regualr ide cables, format/partiton it en plug it on to ur usb2.0. ofc fixed usb driver also may seem to help....
