Default External Drive Powerdown

Does anyone know of a command in windows to spin down a drive. I've recently purchased a seagate 300Gb firewire external hard drive. The drive works perfectly, the only problem is that if I shutdown the computer the drive doesn't spin down.

But, if I knock the computer into hibernate or standby windows will spin the drive down.

Any suggestions?
Talk is based on the assumption that you can get somewhere if you keep putting one word after another
