ok cool i'll just use a lint free cloth on the lcd w/ water?? water won't damage the screen?

Where do u get a vacuum, and what about fans w/ filters where do u get them?

Well not a soaking dripping wet rag dude lol. Make sure your monitor is off, and just make the rag slightly damp and then wipe it off. It's like a plastic kind of coating so no it won't hurt it
 
why don't they make a glass front on LCD's?
it would be a lot stronger, and it wouldn't stuff the screen up if someone was poking it (not that I poke the screen all the time)
 
How bad is dust inside a computer? Does it really have that bad an effect on the computer?
Will a normal hoover do for cleaning and how often should i clean it?

A hoover will generate a lot of static and this can damage components. It's generally not reccomended.

On the other hand I do it all the time and I've never had a problem.
