Default Discharging PC

What is the deal with discharging your system. Is it necissary. I got a new barebones system and my friend told me about this, ive never had to do it before but this is my first non namebrand pc. Not sure if this has anything to do with it, but could someone fill me in here.

I was told to do it everytime i shut my computer off, turn the power supply off and hit the power button.
