Difficult: USB PCMCIA card wants IRQ

Hi everyone. I have a PCMCIA USB card. Both card and mainboard are R2 compatible. The card is recognized under Win98 SE, but the items for the 2 USB controllers show the exclamation mark in the device manager.
The hint says that they did not get assigned an IRQ from the BIOS. From the four IRQ lookup tables Windows supports only RealMode BIOS is supported on my notebook. Is that why it won't work? Do I just need some kind of driver?
 
No, wait. Now the USB entries are ok. It seems I got the IRQ thing solved, but Windows detects a 'PCI Universal Serial Bus' and can't find any drivers.
The PCMCIA card itself is detected as NEC USB Open Host Controller. The .infs on the drivers diskette don't help either. There is 'no hardware information'. I already did right-click, install on them.
