Default Data retrieval?

How do you retrieve data from a crashed hard drive where there is no partition? All of the utilities I have tried want to just read an existing active partition. Well if that has changed and Windows does not see a partition then what? Can you recommend a utility that will bypass the partition information and just scan all the sectors on the drive?
