Default A curiously strange lag

Well I have COMCAST as my isp and I everyday it seems now I seem to suffer with a nagging lag. Like the internet will just lag up and if it happens when I play a game my ping shoots to like 600-700 rendering me useless lol . While my friend playing that same game in the same server who lives about 20 mins from me with the same ISP gets 45 ping.

I dunno it just seems weird. The lag will come stay for 5 mins go for 15 mins and come back for 5 more. Its a strange and annoying reoccuring cycle. Anyhelp is greatly appreciated.

ISP: comcast
Pent 4 2.4ghz
1024 ram
ti4200 g4
40 gb hard drive
Router connecting my comp with one downstairs, (Netgear router is downstairs)

i have no clue
