CPU FSB/Ram Frequency problem

I cant seem to get my ram to read anywhere close to 3200! Frequency is reading at 200 MHZ, and if I'm doing the math right, I use that with my CPU multiplier which is at 11, making it 2200. If I try to increase this frequency the least bit, I am unable to boot my OS! (specs at the bottom)

Also, I cannot get my cpu to utilize my mobo's 400mhz fsb capability! Can only set CPU speed at 166 X 11.0 (CPU Multiplier) = 332 mhz

Please help me!
