cpu fan starts and stops

I have a gigabyte 8ls533 motherboard, intel 1.7 p4 processor.
Power supply is antec 300watt. all wiring is correct. when i turn on the power the cpu fan starts, runs for 5 seconds and shuts off. the ram led also turns off. i get no beep codes. the only time the power stays on is when the "clear cmos" jumper is closed. normal is all pins open. this is the 2nd power supply and both are known working items. this is also the 2nd motherboard. the other board is intel p4 ibms. the exact same problem occurs. any suggestions and help would be appreciated

Actually Corsair XMS Pro have activity indicators on top of the stick, but its worthless.

Im betting hes talking about the HD activity LED.

when a jumper is placed on the clear cmos pins 2-3 the fan will spin all day long. when i open the pins and return it to normal
(no jumper) the fan stops after 5 seconds. if the cpu fan was bad, would it spin at all?
