confusing Keyboard problem

I am lost on this problem. I have been working on this computer and need to upgrade. My problem is that this system running win 98SE and the keyboard does not work. I have pluged in a P/S2 keyboard and a USB Keyboard. The mouse on that tower does work. The system tells me it can not find a keyboard on boot up. I have look around and I have googled this problem. If any one can help I would be thankful.

Good Idea, perhaps you need to download Drivers ?

the keyboard might just be plain broken

The keyboard is good. In fact I have used different ones in case of that. The system is not reading any keyboards. I did not see the drivers for the motherboard's p/s2 ports. The P/S2 ports are good and I am have tried a USB keyboard and still nothing.
