Computer Shutdown Question

I recently had my desktop computer re-formatted and Windows XP operating system re-installed. Everything is working well. However, unlike before, the computer does not shut down automatically when I click start, turn off computer, turn off. Now when I go through the same procedure it eventually displays "it is now safe to turn off the computer" and I am required to hold the power button in for 5 to 7 seconds before the computer actually shuts off. I checked with my service person and he said this is sometimes normal with Windows XP. In all my several years of experience using computers, I have never heard of such
a thing. Has anybody else ever heard of this and can it be corrected?
 
I am not sure, I would try reinstalling XP, because that is not normal. I haven't seen that since Win95 :confused:
 
You might try some of the things on here

If you already had XP on the drive then it probably isn't the BIOS.
 
Your Software is stuck in a shutdown loop within XP... Reinstalll the software from scratch will fix it.. Do a full format before you reinstall..
